In September Chapter XIX was again assisting a local unit getting ready for deployment. Elements of the 403rd Civil Affairs out of Syracuse, NY, were given assorted challenges for the AFRICOM area.
Bob L. portrayed the police chief of a northern town swamped with refugees. Every manner of goods and services were stretched beyond the breaking point, presenting CA Teams with significant challenges to sort out.
In another situation an informal camp of about 10,000 refugees has formed around a small African town (population of about 2,000) just across the border from another country which is experiencing civil hostilities. The CA Teams are sent to help the local people cope with the influx of the people and lack of resources. Tim D. played a USAID rep who is pleading for help to get water and supplies transported to the camp. The water and supplies are available and waiting in a city about 150 miles away, but there is no means of transporting them. And help is needed in securing the supplies once they arrive until they are distributed.
A Chapter member is an Orphanage Director who is worried about security and trafficking. He is in conflict with the Village Leader who has turned off the local water supply in hopes of driving the refugees away. He is requesting a better response from the local police when an orphan goes missing and is assumed kidnapped.
